THE RUSSIAN-UKRAINIAN WAR IN THE INFORMATION DIMENSION: CHALLENGES AND HOW TO OVERCOME THEM

Abstract

The article reveals the main challenges in the field of information security of Ukraine in the context of the current stage of the war with the Russian Federation. It is determined that the main challenges in the information space of the state are the issues of ensuring communication with certain categories of the population and access to reliable, verified sources. Recommendations and proposals for overcoming current challenges in the field of information security aimed at strengthening public trust and the effectiveness of information policy are presented. The main ways to overcome the existing challenges and threats are considered, such as the development of media literacy, intensification of the fight against cyber attacks and fakes, improvement of the legislative framework, support for independent media, and improvement of the quality of content of official information sources. The article analyses the content of key documents regulating information security since the beginning of the war. It is established that a special place in the field of information security is occupied by the official media, which should be a source of truthful information for citizens. In this context, the issue of trust in the official media is important, as it directly affects the level of information resilience of society. Particular attention is paid to the statistical analysis of public trust in such a media outlet as the national telethon ‘United News’. The author analyses the views of citizens on the role of this information resource in shaping social resilience, countering fakes and providing objective information about the situation in the country. It is noted that, despite the generally high level of trust in the national telethon, there are opinions about it as a monopolised information resource and the need to reformat the telethon system.
