THE FEATURES FORMING OF REGIONAL POLITICAL ELITES IN UKRAINE

Abstract

Actuality of research of regional political elites in Ukraine is predefined to existent contradictions between growing requirements to political activity and effective not enough functioning of modern regional political elites, that through the social status, composition, political experience differently influence on motion of political processes, and also come forward as an important factor of forming of national political elite.On the whole forming of political elites in Ukraine can not be named a monotonous process. Every period of development of political situation in Ukraine had his features for arrival of elites and their work. In addition, the structure of power and feature of forming of elites depends on various factors, in particular from the form of rule, as a party system, political mode, ethnic descriptions, conflict or unconflict process of changing of power and others like that. The aim of the article is a study of features of forming of regional political elites in close intercommunication with an elite national. Considerable part of elite in Ukraine on the whole are the representatives of political structures, that have a regional origin and often enough are under act of the foreign states. Often enough exactly interests of these countries regional elites and present within the limits of the possibilities or plenary powers. Such interests they mainly can take away and on a national level. Often enough leader qualities, education and professionalism yields to the personal copulas of elites, that assign for the regional level of power. Greater part of regional elite is people that go across from one position to other and does not wish to yield power. Transformation of modern regional political elite on the certain consolidated community becomes complicated by the different level of development of certain regions, changeable political and economic situation. At the same time the process of forming of centers of політико-економічної power is given in modern Ukraine in signs, not always related to the formal institutes of representative office and management. Therefore realization of regional strategies of development is related to the concordance foremost of the real interests of power. In the complement of political elites at the level of regions the representatives of influential business-groups enter usually. The in addition, marked groups are not in the relations of free competition or fight for the sphere of influence, but are in the relations of hierarchical submission. A social structure of the Ukrainian regional political elites is in the stage of forming and was 2014 to determined, foremost, by the specific of top-level and administrative structure of post-soviet regional management.
