E-GOVERNMENT PERSPECTIVES: ESTONIAN PRACTICE AND UKRAINIAN REALITIES

Justified the theoretical basics of digital democracy ande-government development as important elements of modern Ukrainian society incipience. Disclosed an essence of digital government as astate management form. Described the on-line democracy special traits, which suggest citizens a possibility to extend the participation in political processes. Analyzed a foreign states experience which successfully using informational-communicative technologies in state building practice Iceland, Estonia experience in particular. Disclosed the possibilities spectrum, which allows the citizens to participate in processes of law-creation, development and incipience of successful state. It was described special theories of “networking democracy” by N. Nylvak in this work, internet mobile communication and political technologies specialists become a forming mechanisms of it. Noted thatin circumstances of successful e-democratization process in state promote e-identifying (ID card with digital sign of citizen) system development. Analyzed Estonian state of “digital citizenship” promising project. After all, having a e-citizen card allows to establish the company with European jurisdiction and manage it from any place of the world by registering it online with the help of e-d sign. Disclosed preferences and imperfections of Estonian e-residence. Also noted that e-government in European practice helps to improve mechanisms of cooperation between authorities, power and business, power and citizens with a help of new informational technologies. Disclosed special traits of creation qualitative informational society in Ukraine, that improve knowledge, openness of authority, and set-up dialog between citizens, power institutes and municipality. Just digital democracy gives an informational openness of authority and helps to realize the interests of citizens. Outlined qualitative characteristics of e-government strategy in Ukraine and main stages of it-development Noted advantages and disadvantages of e-democracy development in Ukraine.
