EXPERIENCE OF THE “ASIAN TIGER” COUNTRIES IN E-GOVERNMENT DEVELOPMENT AND PERSPECTIVES FOR ITS ADAPTATION IN UKRAINE

The article provides a comprehensive analysis of the experience of the “Asian Tiger” countries – Singapore, South Korea, Taiwan, and Hong Kong – in the formation and development of e-government. Based on a comparative study of international indices, national digital transformation strategies, and empirical data, the key success factors of these nations are identified, including: centralized coordination of digital policy, a high level of interoperability among state registries, mass adoption of digital identity, investment in digital infrastructure, and e-participation tools for citizens. Special attention is paid to the analysis of the Ukrainian context: the strengths of digital transformation (the “Diia” platform, the development of open data, political support), as well as institutional and technological limitations (fragmentation of registries, insufficient cyber resilience, low levels of trust, and the impact of military actions). Based on this, an assessment of the opportunities and risks of adapting Asian models in Ukraine is conducted. Furthermore, a three-level roadmap for implementing the most successful e-government practices – in the short, medium, and long term – is proposed, and key indicators for monitoring digital reforms are defined. The study’s results confirm that the experience of the “Asian Tigers” can serve as a valuable benchmark for Ukraine, yet it requires institutional modification, consideration of security conditions, and systemic investment in digital infrastructure.
