INNOVATIVE LEADERSHIP AND MANAGEMENT IN PUBLIC POLICY

This article identifies the motivational foundations and characteristics of the development of modern leadership competencies and skills. It analyses current trends in the development of management and leadership within public authorities. It argues that the phenomenon of leadership is regarded as one of the most important components of the successful development of the public administration system. It is established that the dynamics of social processes determine the formation of an innovative concept of the activities of managers and leaders, who today must combine strict compliance with legislative requirements with enhancing the effectiveness of management processes. It is demonstrated that an effective manager must ensure the coordinated activities of organisational units in the context of achieving common goals. It has been established that management and leadership in public policy are determined by the synergy of leaders’ competencies, skills and abilities, aimed at strengthening personal influence, developing strategic thinking and making effective management decisions, as well as implementing a strategy of continuous self-improvement. Examples of effective leadership in the field of public policy and sustainable development include the implementation of modern technologies, support for social projects, and the improvement of living conditions for society. The article demonstrates that management and leadership within public authorities must be based on the principles of institutional support and mechanisms of vertical social mobility. It has been established that institutional support requires updating in the context of ensuring the rule of law, improving the legislative framework, developing economic management tools, motivating managers to undertake training and professional development, and implementing an effective anti-corruption policy that meets international standards
