ELECTIONS IN UKRAINE DURING AND AFTER THE WAR: CHALLENGES AND ALTERNATIVES

Abstract

This article examines the issue of holding elections in Ukraine under martial law and in the post-war period. It emphasizes that despite a direct ban enshrined in national legislation, the question of the necessity of elections is increasingly raised in domestic and foreign political discourse, which in turn is driven by the stagnation of existing political forces and external factors. The paper examines the main challenges for the electoral process during and after the war, such as: ensuring the right to vote for internally and externally displaced persons, amending current legislation, enabling military personnel to vote amid active hostilities by the enemy, and ensuring the inclusivity of Ukraine’s electoral infrastructure. Alternative forms of conducting elections are proposed through the introduction of electronic voting, taking into account the experience of other countries in using e-voting systems, and the need for legislative changes to implement an electronic voting system in Ukraine is highlighted
