DYNAMICS OF CORRUPTION IN DICES AS AN INDICATOR OF CHANGES IN UKRAINE’S ANTICORRUPTION POLICY

Abstract

The article examines corruption measurement indices as an important analytical tool for assessing the effectiveness of Ukraine’s anti-corruption policy. It is substantiated that, given the systemic nature of corruption as well as the increasing risks during martial law, international indices make it possible to trace the long-term dynamics of change, identify the relationship between institutional reforms and the level of corruption perception, and assess the effectiveness of state policy in this area. The main focus is placed on the analysis of the Corruption Perceptions Index (CPI), as well as on the approaches of international organizations to monitoring the state of integrity and the anti-corruption capacity of the state. It is determined that the dynamics of corruption indices in Ukraine reflect the key stages of the country’s political development: from declarative and low-efficiency measures of the 1990s and early 2000s to the institutional renewal after 2014 associated with the establishment of specialized anti-corruption bodies, the introduction of electronic asset declarations, the digitalization of public procurement, and the strengthening of international oversight. It is proved that corruption indices have significant heuristic potential for political analysis; however, their use requires consideration of methodological limitations, since they primarily capture perceptions of corruption rather than the full range of actual corrupt practices. It is concluded that index-based measurement of corruption is an appropriate tool for assessing the effectiveness of Ukraine’s anti-corruption policy, but its combination with institutional, legal, and political-analytical approaches is the most productive. This makes it possible to comprehensively assess not only the formal progress of reforms, but also the actual resilience of the anti-corruption system in the face of internal and external challenges
