DIGITAL PUBLIC DIPLOMACY OF UKRAINE IN THE WAR OF NARRATIVES: POLITICAL AND LEGAL PRINCIPLES OF ENSURING INFORMATION SECURITY

The article provides a comprehensive and systematic analysis of Ukraine’s digital public diplomacy in the war of narratives as an important tool of foreign policy communication, representation of the state in the international arena, and countering disinformation in the context of Russian hybrid aggression. The article examines the evolution of Ukraine’s digital public diplomacy from the initial principles of state information policy and foreign policy to the formation of a holistic system of strategic communications, information security, the state’s digital presence, and institutional interaction in the international information environment. The legal framework that underpins the functioning of Ukraine’s digital public diplomacy is analyzed, including constitutional norms, laws, and strategic documents in the field of information and cybersecurity. It is argued that this framework forms the legal and institutional prerequisites for promoting the Ukrainian narrative in the world, responding to information threats, interacting with digital platforms, and ensuring a balance between freedom of expression and national security requirements. Special attention is paid to the works of both Ukrainian and foreign researchers, in which digital diplomacy is considered as a component of new public diplomacy, a tool of strategic narratives, transmedia communication, and interaction with online audiences. It has been established that in modern conditions, digital public diplomacy combines political, legal, communication and security elements, and its effectiveness largely depends on the speed of response, evidence, coordination of institutions and adaptation of messages to different international audiences. The issues of the development of digital public diplomacy in Ukraine are highlighted, in particular, fragmentation of governance, lack of coordination between institutions, the complexity of assessing the effectiveness of communication policy, the risks of excessive restrictions on freedom of speech, as well as the latest challenges associated with the spread of AI manipulations and synthetic fakes
