PUBLIC POLICY IN UKRAINE UNDER MARTIAL LAW: CONCEPTS, MODELS AND TECHNOLOGIES

Abstract

The article examines the specific features of the formation and implementation of public policy in Ukraine under martial law, with particular attention to its conceptual foundations, models of functioning, and contemporary governance technologies. The relevance of the topic is обусловлена by profound transformations of the political system caused by the full-scale war, which has led to the reorientation of public policy toward security priorities, the strengthening of the role of the executive branch, and the need for prompt managerial decision-making. The essence of public policy is analyzed as a complex, multi-level process that integrates the activities of state authorities, local self-government bodies, military administrations, and civil society institutions. The study characterizes the main models of public policy in wartime, including the centralizedmobilization, adaptive-partnership, and hybrid models, which reflect different mechanisms of coordination and interaction among governance actors. Particular attention is paid to the role of digitalization, strategic communications, anti-crisis instruments, and rapid response mechanisms in ensuring the effectiveness of public policy. It is determined that the implementation of innovative governance technologies contributes to enhancing state resilience, preserving institutional capacity, and strengthening public trust in government. It is concluded that public policy under martial law acquires a comprehensive character, combining democratic principles of openness and accountability with elements of centralization and emergency governance, which constitutes a necessary precondition for ensuring national security, societal stability, and the effective post-war recovery of Ukraine
